You can install the best system in the world. If the floor does not feel it is theirs, it lasts exactly as long as your presence does.

The real problem

Continuous improvement that only lives inside the continuous improvement department dies on its own. The operator who sees the waste every day has nowhere to report it, or reported it once and nobody answered.

How do you measure engagement without an annual survey?

With participation indicators: suggestions received, suggestions answered, response time and percentage implemented. That gets measured monthly, not yearly.

Does this help if we already have a suggestion box?

The box usually exists and the answer is what is missing. That is where I come in. The system breaks when the operator never learns what happened to the idea.

Is this culture work or training?

Culture work, held up by mechanisms. Training alone changes the speech. The mechanism changes the behavior.
